In the technical standardization activities of a third generation cellular phone or MPEG-4, the handling of intellectual property serves as an obstacle, and the example from which progress of the standardization activities is prevented is increasing. In this paper, while giving description of the present condition of technical standardization activities, and the intellectual property rights (IPR) handling indicator in each standardization organization etc., the problem concerning an essential patent is stated. Furthermore, one proposal for solving a problem is performed. |
