Transition from the Compensation System for PrivateRecording to DRM -- Necessity and possibility --

(in English) In this paper a focus is placed on the fact that the compensation system for private recording provides a means for mutual aid given by small-scale users to large-scale users. A general distribution model of copy frequencies and a condition for the system to be supported by the majority of users are established. Recent user survey results demonstrate that this condition cannot be met. On the other hand, recording devices will gain more capacity at less cost, eventually making right-holders less supportive of the system compensating for the value of content in proportion to the hardware cost. Therefore, the system should be replaced in the near future by a system based on digital rights management (DRM) and contract. Finally, a scheme combining digital currency and deposit is proposed as a means to allow for a gradual transition to the new system.
