Proposed Evaluation Scheme of Interference from ESVs operating within Minimum Distance to Stations in Fixed Service

(in English) ESVs (Earth Stations onboard Vessels) are expected to provide broadband connections in the maritime communication by use of satellite systems, while they should avoid unacceptable interference to Fixed Service Receivers (FSRs) sharing the same frequency bands. In this paper, we propose 3-step interference evaluation scheme to assess interference from ESVs operating within the minimum distance to FSRs: Step-1: evaluation based on Recommendation ITU-R SF.1650, Step-2: evaluation considering FS parameters, Step-3: evaluation based on Recommendation ITU-R SF.1649 which takes sea routes of ESVs into account. The results show that ESVs can be allowed to operate in wider areas including offshore areas.
