A study on network reliability evaluation for developing countries -- One for all reliability and its experimental evaluation on backbone networks in Indonesia --

(in English) Backbone networks (transmission line network) in developing countries are often constructed over a long period of time, and the structure of the network varies according to investment strength and level of regional development. Further, in countries with major and smaller islands, the reliability of transmission facilities also varies. In order to organize this kind of network reliability, including its project implementation progress, evaluation methods as applied by developed countries which consider conventional end-to-end reliability on final state of networks is insufficient; evaluation methods which can take into account factors such as distribution of economic activities and progress process of network facilities are necessary. Such evaluation methods are also expected to cover disparity of reliability at inter-regional level, to help decrease over time the number of regions with low reliability, and to propose improvements.
This study proposes one-for-all network reliability that can evaluate on individual reliability of regions within a whole network. Further, in order to identify the relative telecommunications demand (traffic matrix) among regions, which is used for the calculation of this reliability, this study defines levels of [telecommunications contribution factor] in each region and provides the calculation techniques. And also an experimental evaluation taking samples from networks in Indonesia has been conducted. As a developing country, telecommunications environment in Indonesia is inadequate. And due to the country's being archipelago, currently there is inter-regional disparity in network. Focusing on Indonesia's next-generation backbone network, a government project which is currently in progress, this study introduces the results of evaluation which is based on one-for-all network reliability.
