| (in English) | When a major earthquake has occurred in the metropolitan area, it is difficult to communicate due to damage to the base station. Once such disaster has been happend, it is important to evacuate quickly the victims and early recovery of urban functions, and then transfer to the victims to smooth the information disaster mitigation, such as evacuation and recovery efforts to minimize the disaster damage there is a need.However, when the disaster is due to conflicting information and communication failure, there is a problem that can not point to smooth the transmission of disaster risk reduction information. In this paper, an analysis of information services based on the damage situation of earthquake disaster mitigation East, that are intended to disasters in urban areas, we propose the use case.Based on it, to understand the information a user is required mitigation, conduct a study to suggest the necessary functions in order to provide accurate information in the event of a disaster. |
