In disaster situations, the demands claimed by victims and the support supplied by volunteers can dramatically change depending on the time. In fact, it is difficult for volunteer coordinators to handle the diverse requests of victims. This led to complaints regarding the difference in the support level in the Tohoku earthquake in 2011. The goal of this research is to create a volunteer matching assistant system that realizes efficient and impartial support. The proposed method is based on time series variations of both the demand and the supply, which enables minority requests to be affirmatively considered. In addition, this method keeps the balance even in the case of sudden change in the victim’s request. These effects are validated through the numerical simulation. |
