Effects of detour-route switching decisions around congested areas in an evacuation guidance using opportunistic communication

(in English) Some studies on effective disaster evacuation guidance in large-scale
disaster situations in urban areas have been undertaken.
Last year, our group proposed the real-time disaster evacuation guidance
using opportunistic communication, where evacuees gather location
information of impassable roads in their smartphones and share the
information each other by opportunistic communication between nearby evacuees.
We showed that this method gives effective evacuation guidance in
the challenged network environment where the mobile communication is
disabled by disaster.
Since many evacuees simultaneously move to refuge areas, however,
congestion by evacuees emerges and it causes the delay of evacuation time.
In this paper, we investigated effects of detour-route switching decisions
around congested areas on the reduction of evacuation time in our evacuation
guidance using a mathematical model.
We introduced three route switching strategies and compare their performances
by numerical simulation.
As a result, we found that faster route switching decision based on shared
congestion information before reaching congested areas is better to reduce
the evacuation time.
We also found that some strategies even delay the evacuation time
because evacuees go back and forth between some congested areas in vain.
