[Invited Talk] Network Neutrality and Quality of Broadband -- An Economic Perspective --

(in English) The network neutrality issue is nothing but how to allocate scarce network resources when we face a tremendous increase in Internet traffic. An optimal approach is to let the market dynamism solve the problem as far as possible and government intervention should be limited only when it is absolutely required. In that sense, the predominance of best-effort QoS and the lack of information sharing mechanism of actual broadband quality can be a big problem. To optimize the market solution, we need to measure and share the actual quality, thereby enabling the market to find new business models that accommodate the unique features of a two-sided market.
