Today, mobility management uses signal-strength-based analysis, although for end-users, application quality would be the most meaningful criterion for triggering handovers and selecting handover targets. We base handover decisions on real-time and passive Quality of Service (QoS) monitoring assisted with cognitive decision algorithms. We also present a network information service that helps mobile devices find networks and base stations that not only cover their current location but also satisfy their application QoS requirements. The quality-driven mobility management solution improves user experience considerably when compared with the traditional solutions, which are based on signal condition monitoring only. |
