In order to improve the video coding efficiency for scene of varying amount of motion blur, a novel inter prediction method is proposed by using super-resolved and blurred pictures of local-decoded picture. These pictures are selected for each coding unit to minimize the rate distortion cost. The super-resolved picture is generated by image registration among multi-scale components of a local-decoded picture considering self-similarity of the picture. The proposed method is implemented to the MPEG-I Versatile Video Coding Test Model 6.0 and experiments show the proposed method can improve the coding efficiency for scene with camera pan and complex motion. |
