Evaluation of Biometric Accuracy with Small Samples Using Extreme Value Distribution

(in English) The accuracy of recent biometrics technology has been improved, and it is necessary to valuate at very small False Match Rate (FMR). Until now, the evaluation has been carried out based on the rule of three shown in ISO/IEC 19795 -1, however, the sample of enormous biometric score data is required to evaluate small FMR, and it becomes a burden to collect them. In this study, we estimated FMR by calculating 95% confidence interval of extreme value distribution from random number value generated by Bayesian estimation based on score distribution of false pair of biometric data. Experimental results show FMR could be estimated at the almost same accuracy even from the sample number of 1/10 of biometric scores in comparison with rule of three.
