Pre-Congestion Notification (PCN) Flow termination under asynchronous measurement

(in English) Pre-congestion notification (PCN) is a packet marking mechanism to achieve high quality of service (QoS) for inelastic flows. The flow termination (FT) as a control of PCN terminates some admitted flows not to degrade the QoS for the remaining flows. Asynchronous measurement periods are found to be a cause for overtermination although RFC6661 states that the operation of PCN is not affected if the starting and ending times of the measurement periods are different. Furthermore, the asynchronous measurement periods can prevent FT that terminates enough flows in one shot (one-shot FT) although already proposed countermeasures against overtermination assume one-shot FT.
