Maximum user's utility of limited preemptive priority control

(in English) Contents delivery will become more popular in the near future and its traffic is expected to become dominant in the network.
Generally, the user utility (satisfaction) decreases as the waiting time for acquisition of contents increases. The Internet nowadays cannot guarantee transfer time. Total user's utility is maximized by using priority control that gives consideration to user behavior. This paper deals with the priority control based on various types of user utility function. The formula for estimating the mean waiting time is derived for service available in packet transmission systems. The optimal condition is defined in terms of the traffic load and waiting time for the high and low priority classes, respectively. Finally, the optimal condition for priority and non-priority classes is analyzed using numerical examples.
