A Trial for UML Description of Local Government Models
Shingo Ieda (NTT Communications), Takeshi Furuhashi (Nagoya Univ.)
Abstract (in Japanese) (See Japanese page)
(in English) The Great Merger of the Heisei Era has completed in March, 2006. Local Governments have been working on redevelopment and sharing of systems throughout the nation in order to improve citizen services and to reduce cost. However, its methodology has not yet been established and therefore diverse ways are still on trial.
This paper studies effects of system sharing using a shared call center model described in UML (Unified Modeling Language),which is frequently used for Business Process Reengineering in private enterprises. This paper applies the basic model for sharing knowledge in [1] to model the call center and examines the performance of the center that employs knowledge sharing strategies: personalization strategy and codification strategy. This paper also examines the possibility to extract maximum performance while reducing cost, by newly introducing Performance Reduction Ratio for the personalization ratio.
