「オンライン申請支援ソフトウェア」を用いた電子政府の活性策に関する研究

この研究では現在稼働しているオンライン申請システムを通して，日本における電子政府推進のキーファクターの分析を行っている．日本国内のオンライン申請システムは，専用型と汎用型に分類することができる．汎用型は専用型に比べ，一つの申請種目あたりの開発コストが低い．しかし，複雑な申請行為には対応できない．そこで汎用型の体裁を維持しながら，受け付ける申請データの仕様を公開し，利用者側にその仕様に沿ったデータを作成させる方式を提案する．また，本提案に基づくオンライン申請支援ソフトウェアをMicrosoft ExcelとVBAを用い開発し，そのソフトウェアを使って国土交通省オンライン申請システムによる申請の実証実験を行った． |

This research analyzes the key factor of electronic government promotion in Japan through the online application system. In addition, we developed the online application support software, and did the proof experiment of online application with the software. The cost of development for one application item of the general-purpose type online application system is lower than that of the special online application system. However, the general-purpose type system cannot correspond to a complex application act.
We open the specification of the application data accepted while maintaining the appearance of the general-purpose type system to the public, and propose the method to make the data along user side the specification made. And we developed the software by using Microsoft Excel and VBA, and applied for online actually with the software. |
