SIP Network Design to Prevent Congestion Caused by Disaster

(in English) I present a session initiation protocol (SIP) network design to prevent congestion caused by people calling friends and family after a disaster for voice-over-IP (VoIP) networks. The design increases the capacity of SIP servers in a network due to using all SIP servers equally. The design enables achieving simple routing based on telephone numbers. The design uses a property that SIP network elements do not carry voice data packets but signaling packets instead. I evaluate performance of preventing congestion through simulation. I show that the proposed design has 57 times more capacity than the conventional design if a disaster were to occur in Niigata prefecture. Although the proposed design has the shortcoming of connection delay, by using a simulation, I show the connection delay in the network with the proposed design is much smaller than the requirement of ITU-T.
