(in English) To satisfy users’ needs, high-quality communication services must be provided economically and quickly using optical fibers. However, conforming optical access plants is complex due to the sophistication and variety of the plants. Therefore, operation support systems to allocate the plants efficiently. To achieve this, we reuse unused optical fibers that are left behind at a user's house after cancellation . However, the current OSS cannot use these fibers for allocations or allocate the plants without considering effective reception. As a result, we cannot save the plants. We propose a way to handle reception effectively and to decrease the unused fibers.
