Video coding based on a maximization for a spatio-temporal MOS prediction and its applications

(in English) In a video communication with the available bitrate restrected, the number of frames per
second and average amount of bits for a single frame should be controled suitably to produce the highest
possible video quality. This paper proposes a new video coding scheme using the spatio-temporal MOS estimation
and an adaptive frame rate control techniques proposed and improved by the authors. The proposed technique is also applied
to the encoder producing constant-MOS video. A comparison for several test sequences
shows that the proposed technique outperforms a constant-frame-rate approach in 75\% of the results.
