Applicability of the low delay video coding with redundantly encoded refresh picture to H.264

(in English) Recently, the delay time of video coding tends to increase together with the improvement of coding efficiency . Especially, the delay time about four seconds becomes serious problem in digital terrestrial broadcasting. Then, we proposed a delayed IDR (DIDR) with random access capability and a delayed GDR (DGDR) that can provide low delay coding even in the condition of M>1. We implemented the DGDR and DIDR in JM reference software and evaluated the coding efficiency to clarify applicability to H.264 that has several improvements such as the intra prediction and the multiple reference frames to MPEG-2. The result shows that the DIDR of M=1 only has at most 5 percent loss of coding efficiency in comparison with the GDR.
