(in English) We propose the system about describing the whole chain of steps from accepting the patient to the payment of medical treatment fee using UML, and adjusting the right of access changing dynamically to the patient's movement in the medical institution. We make alterations to setting the right of access about the browsing and writing, on the basis of checking processing state of the electronic medical record and the information of the general processing procedure. By that process, we can protect the individual information of the patient adequately from the medical members who aren’t connected with the patient.
