In this paper, we introduce a new cognitive wireless network, “Cognitive Wireless Cloud (CWC).” The network has a concept “always optimally connected network” that enables user-centric radio selection (Cognitive Spectrum Access) over multiple operators’ network by using policies that decided between network manager and terminal manager. This paper describes the concept of Cognitive Spectrum Access, systems architecture and functional architecture of CWC, and research topics and current research progress. |
