In a best effort network where available bandwidth always changes, it is impossible to keep constant and wide bandwidth for high quality video transmission. Packets for high and constant rated video signal may not reach their destination within a tolerated time in such a network, resulting service shutdown. We developed the video transmission system that controls the video encoding rate according to network congestion by adding constant delay time for processing. Our rate control algorithm that pursues rapid network bandwidth change allows the high encoding rate transmission and ensures recovery of all packets within a given delay time. |
