Adaptive Rate Control for Determining Available Transmission Rate using FEC

(in English) In IP networks without QoS guarantee, terminals need to control the transmission rate to avoid network congestion. There are a lot of rate control methods in real-time multimedia transmission. However it is difficult to control the transmission rate without packet loss. In this report we propose a new method to control the transmission rate without media packet loss. Our proposed method uses FEC (Foward Error Correction) and control only FEC rate. The media rate is at a constant value and lost media packets are recovered by FEC data. Our method can determine the available transmission rate and simultaneously transmit media data reliably.
