(in English) The Technical Committee on Software Radio (TCSR) has marked the tenth anniversary since it started as a term limited technical group in 1999. The TCSR has been contributing to promote and encourage R&D of software defined radio (SDR) and cognitive radio (CR) by organizing regular domestic technical conferences and international symposia, publishing series of special issues on SDR and CR in IEICE Transactions. This memorial lecture addresses new structure and measures, future plans, and also issues of the TCSR for further advancement.
