What is the meaning of the code of ethics in academic societies? How should an ethicist answer such a question? One possible reply can be found in the social contract theory which was brought back from the 16th century to form the underlying principles in the American textbook on professional ethics in engineering. As for the current situation regarding the code of ethics in Japan, the Japanese government is calling upon the academic societies in the field of technology to establish a code of ethics consistent with the high global standards in order to guarantee a level of quality that will ensure the survival of Japanese technology in the context of increasing global economic competition. In addition, as the various academic fields are becoming increasingly segmented and specialised, the relevant laws and regulations are becoming progressively complicated. Under pressure from the government, researchers have to adhere to those laws, regulations and global standards. The code of professional ethics based on the social contract theory seems like a camouflage for such government pressure and as a result, the autonomy of academic institutions is becoming a mere facade. In my presentation, I will reconsider the meaning for code of ethics with the data analysis in Japanese academic societies. I will present the alternative meaning of code of ethics, which is “the code of ethics summarized by the dialogue among the members including public perspective”. |
