(in English) This paper proposes a goal-oriented requirements analysis method for ITS (Intelligent Transportation Systems) that supports the communication among cars and roads．It is not always easy to take into account the all possible situations because ITS is one of the complex distributed autonomous systems in which a system configuration is dynamically changed and the system scope is also continuously changed．To deal with this problem，our method provides the following analysis process: 1) identification of stakeholders effecting transportation，2) definition of a goal model per each stakeholder，and 3) composition of related goal models according to traffic situations.
