Improving the communication rate of the cellar phone service at the time of disaster

(in English) In the current telephone systems, at the case of natural disaster, a large amount of calls concentrate on disaster area to make a network congested. To avoid such congestion, telephone calls to and from disaster area are restricted thus makes telephone service almost be paralyzed. We explore the overload control of the next generation cell- phone system, namely LTE system, which improves telephone call throughput at the time of disaster. In the LTE system, as telephone traffic is carried by packet-switched network, communication capacity is expected to expand than that of current circuit-switched network. The overload characteristics of LTE system is studied by a simulation study and, based on its result, a suitable overload control methods are proposed and evaluated.
