Flow Termination Based on Measured Ratio of Marked Packets on Pre-Congestion Notification

(in English) Pre-congestion notification (PCN) gives early warning of congestion by
metering and marking packets in order to protect the quality of service
of inelastic flows. PCN defines two rates per link: admissible and
supportable rates, which divide PCN traffic load into three states. PCN
admission control and flow termination mechanisms operate in accordance
with the three states of PCN traffic load. However, only two PCN
encoding states, Un-Marked and PCN-Marked, can be used because of the
need for any PCN encoding to survive being tunneled through an IPSec
tunnel. To meet the constraint of encoding states, a marking with two encoding states was proposed. The marking distinguishes the three states of PCN traffic load. However, we cannot know the amount of traffic to be terminated by using the marking. In this paper, we proposed a new marking and a PCN-based flow termination.
