Radio Communications Utilizing Spectral White Spaces in Terrestrial Television Broadcasting Bands

(in English) There are many reports of an experiment in a local area broadcasting station where they use a terrestrial digital television broadcasting band and send original local information with weak signal. I tried to get an experimental radio station license of sending terrestrial digital television signal in the same way, and would secretly experiment in cognitive radios with the signal. Though I prepared for the license that was for radio propagation in terrestrial television bands, and I failed to get the license. I didn't apply for experimental in cognitive radios but for investigation of radio propagation then, because I thought that utilizing spectral white spaces was taboo in the broadcasting field. In addition, we would wonder why cognitive radios must detect a primary radio signal the strength is below the thermal noise power. We would also wonder what type of future cognitive radios could be acceptable for utilizing terrestrial broadcasting bands. In order not for you to fail as I have, the details are presented, and I would like to discuss with you about the future cognitive radios.
