Unavailability, which is obtained by multiplying failure frequency (the mean number of outages per a unit time) & MTTR (the mean time from the occurrence of outage to the repair), is the most popular reliability measure for reliability design and management of telecommunications networks. However, there has been almost no study to verify the appropriateness of it for practical usage. Only existing study, which recently appeared, showed test results of analysis for the relationship between an important business index ‘market share’ & outages occurrences. It indicated the possibility of the market share not being affected by unavailability, which leads us to the new study to improve the reliability measure. However, this existing study has limitation because it is based on only small number of data for outages. Now, this paper shows a more improved study for this problem. I have carried out the questionnaire survey as for the experiences of dissolution of telecommunications services caused by the outages, where this survey has asked the detailed information of how many outages were experienced and how long they continued. The result of survey indicates that the number of users having the experiences of dissolutions is not affected by the multiplication of failure frequency and MTTR, where it indicates more strongly that we should improve reliability measure from unavailability to more appropriate one. |
