(in English) In the past, Japanese reporters, when covering large-scale accidents, focused on the final cause that had triggered the accident rather than looking at all the contributing factors. However, this approach to reporting has begun to change and reporters have begun to report not only on human error but on other relevant factors as well.
The establishment of the Consumer Safety Investigation Commission (CSIC) in 2012 has further pushed along this change. Reporters are being required to pay greater attention to the various factors surrounding the accident in order to be able to report on the CSIC’s investigation of how a regulatory agency’s authority is related to the particular accident.
