Estimation method of Radio Resource Control states for scheduling message delivery executions in Server Push

(in English) Push Notification, in which a message of event notification is delivered anytime from services on the cloud to applications on mobile terminals, attract rising attention. In Push Notification, a delay on delivering a push message is one of important factors in quality of service. The delivery delay with the several seconds is caused by processing load in push servers or transition of the radio resource control state (RRC state) in a mobile terminal with a mobile network such as 3G and LTE. We study a method of scheduling message delivery executions to reduce the delivery delay. In this paper we propose an estimation method of Radio Resource Control states for scheduling message delivery executions.
