[Invited Lecture] Safety culture in Japan - Nuclear power and energy

(in English) Accompanied by huge tsunami, the Pacific Ocean earthquake off the coast of the Tohoku region, occurred on March 11 2011, led Fukushima Dai-ichi Nuclear Power Station into the station blackout with external power loss all, and Units 1 to 3 have led to the core meltdown except for the Units 4 to 6 which were under scheduled inspection, losing all core cooling functions. On the other hand, three Units at rated operation in Onagawa Nuclear Power Station most closely to the epicenter were spared from any serious damage. The discussion was made from the standpoint of safety, nuclear power, and energy what should be taken into account for design and construction, and what should be taken into account after the start-up and operation as the standard and regulation to reduce the issues on risk．
