(in English) This paper proposes an inter-cell interference coordination (ICIC) method using a combination of our previously reported frequency block-dependent transmission power control (TPC) and weighted proportional fair (PF) scheduling in non-orthogonal access with a successive interference canceller (SIC) in the cellular uplink aiming at the enhancement of the tradeoff between the average user throughput and cell-edge user throughput. In the proposed method, weighted PF scheduling uses different weight between edge and inner bands. TPC and weighted PF scheduling uses different target signal-to-noise ratio (SNR) and decay factor in fractional TPC, and weighting factor of average user throughput during PF metric calculation, respectively, among frequency blocks, which are coordinated among neighbor cells. By computer simulation, we show the effectiveness of the proposed method quantitatively.
