The possibility of the method to determine the reliability requirement of telecommunication network in disaster conditions based on the effect to disaster risk reduction. The reliability design of Japanese telecommunication networks have been developed as the method to determine the reliability objective by considering the social loss caused by the service outages. However, this methodology has not applied for the design in disaster conditions. This report reexamines and generalizes the past methodology and investigates the possibility to establish the new method to determine the network reliability requirement. The problem is described and some simple models are analyzed. |
