| 抄録 | （和） | 2014年12月、家庭用ヒートポンプ給湯機の低周波音問題に関する報告書が、消費者庁消費者安全調査委員会から出された。本報告はこの報告書の概要を解説するとともに、報告書の作成過程における議論や論点などを紹介しながら、因果関係の同定と被害者救済に関わる一つの考え方を呈示しようというものである。低周波音と健康影響との因果関係は科学的に解明されてはいないため、被害を訴えても救済の道は存在していなかった。このような状況下で、消費者行政としてどのような被害者救済が可能であるのかを議論する。 |
| （英） | The report concerned with the problem of low-frequency noise from heat pump type water heaters for home use was submitted by Japan Consumer Safety Board in December 2014. This conference presentation will explain or comment on the summary of this report, describing the discussion in the process of making it, then show an idea of proof of causal relationship and relief of sufferers. If sufferers appealed for the rescue, there was no way of relief, because the causal relationship was not yet scientifically established. In this condition, we will discuss how we can prepare the relief measures from the viewpoint of consumer administration. | |
