A Reconsideration of Internet Content-Control in Education

(in English) There was a variety of debate over pros and cons concerning the introduction of Internet Content-Control in education from the latter half of the 1990s to around 2000 when the use of websites spread dramatically. However, the introduction of Internet Content-Control in public education has become mandatory since 2000. In particular, since 2005 the range of restrictions imposed by Internet Content-Control has expanded to excess and is currently beginning to present obstacles to the digitalization of education promoted by the Japanese government. This paper summarizes historical background and the situation of discussion on the introduction of Internet Content-Control into primary and secondary education, with aims to elucidate the desirable manner of Internet Content-Control.
