Positive and negative risks of self-driving cars

(in English) The present paper discusses how to analyze and assess the risks created by self-driving cars being in large-scale worldwide development based on the functional safety principles. Firstly this paper applies the concepts of positive and negative risks to the safety-related risk. Next it proposes that the individual risk of safety-related risks should be defined as the combination of the probability of occurrence of harm and the severity of that harm, however, the social risk of safety-related risks should be defines as the effect of uncertainty on objectives. Then, it is demonstrated to apply the collision event rate for the individual risk, and both the expected number of collision events ppm per year and the probabilities of positive and negative possible deviations from the expected for the social risk.
