| 抄録 | （和） | To support the needs of satellite programs that stretch the limits of a customers internal development capacity or expands beyond their technical heritage the idea of the "Soft Prime" contractor is presented here. The definition of what is a "Soft Prime" is presented and discussed, with the concept contrasted against both Prime contractors who lead development and AIT of a satellite program, and the traditional trading company approach of direct reselling. The value-added aspect of a "Soft Prime" is discussed, with the benefit to program management and technical capabilities to a project through focused capacity. The roles of the Customer, the "Soft Prime", the Integrator working with the "Soft Prime", and the Suppliers are discussed. The limitations of a "Soft Prime" are discussed, with issues such as a lack of in-house technical capacity requiring a capable Integrator that works closely with the "Soft Prime", and the addition of an extra layer between Supplier and Customer. The case study of the ESA EarthCARE program is presented. To achieve the technical requirements of the JAXA Cloud Profiling Radar (CPR) payload, the Transmit and Receive Subsystem (TRS) was contracted through JEPICO to COM DEV, a Canadian company with heritage in the technology. Here the "Soft Prime" concept was used effectively through the development of the more than 10 year program duration and culminated with the delivery of the flight unit in 2014. |
