[Special Talk] Toward Disaster Resilient Communications Networks

(in English) Available radio spectrum and energy are limited for mobile communications and therefore, they must be utilized as much efficiently as possible. Mobile communications networks have now become an infrastructure of our modern society. Once a large scale natural disaster like earthquake happens, many areas may lose communications services and become isolated from the rest of the world and our modern society falls havoc. Therefore, improving the disaster-resiliency becomes increasingly important in addition to improving the spectrum and energy efficiencies.
Learned from lessons of The Great East Japan Earthquake in 11 March 2011, we have been developing the disaster-resilient communications technology. We advocated the multilayered communications network concept. In a damaged or traffic over-loaded cellular networks, users are unable to access the networks. In such a case, the multilayered communications network will be initiated to allow any person having a smartphone equipped with common WiFi air interface to access the multilayered network. In normal situation, different networks (e.g., mobile, public/private WiFi, ITS, satellite networks) operate independently. However, right after a disaster happened, each independent network will become a part of the multilayered network. A wide-area ad-hoc WiFi network is instantly formed using public/private WiFi access points which have survived the disaster. For useful and effective information sharing among a group of people like emergency rescuers groups and fire fighters groups, the multilayered network provide secured simultaneous call and secured group call services. Safety-related information is also provided to handicapped and seniors with authentication. Recently, we have developed an ad-hoc space-time block-coded (STBC) relay using unmanned aircrafts (UAs) aiming at quick offer of the communication services to isolated areas.
In this presentation, our above mentioned research activities on disaster-resilient communications technology will be introduced. We have also been studying decentralized self-organized wireless networks which is believed to be inherently disaster-resilient. This study will also be introduced.
