Possibility of Detecting Evacuees' Action using ID Card with QR Code -- A Case Study of Evacuation Center Management Exercise in Omaezaki City --

(in English) In the past, we have experimented many kinds and times of natural disaster, and we have struggled with how to manage evacuation center effectively. Against this issue, the way of information management in disaster response has been apt to utilize digital devices such as smart-phone or tablets recently. However, considering Japan's rapidly aging society, it is difficult for them to utilize those digital devices in a chaotic situation after disaster occurrence. At this issue, we found that a solution is to utilize paper-based evacuees ID card with QR code. We designed and developed an application to collect and summarize evacuees’ action just by passing the ID card over cameras equipped on computer. Finally, we applied this application to an exercise for evacuation center management held in Omaezaki city, and verified practical effectiveness of our developed application.
