Effect of congestion control schedule on voluntary reduction of call duration

(in English) A control against disaster congestion has been proposed. It permits making a call only in a certain period assigned for a user group. This control enable us to reduce communication demand, that is, holding time in spite of no restriction of holding time. This article investigates the most effective case to reduce communication demand. We conducted experiments when the number of user groups was ten and the periods to permit making a call were 10 min, 30 min, 60 min, and 90 min. We discuss the most effective case through statistical analyses.
