(in English) The primary purpose of spectrum auction is to ensure efficient use of spectrum by awarding licenses to the highest bidders. Governments and regulatory authorities in the United States, the United Kingdom and Canada have tried to promote competition in the mobile market by setting aside spectrum blocks for new entrants and smaller operators, or by limiting the spectrum holdings of larger operators.
