| 抄録 | （和） | ひとたび災害が発生すれば、被災者は生活再建を始める必要がある。応急期には災害救助法に基づき、被災家屋の修理や仮設住宅の提供などが進められる。一方で、長期における生活再建については、生活再建支援法の適用により、様々な再建にかかる支援が提供される。多くの支援に対して、申請要件に罹災証明書における家屋の被災程度が含まれている。災害対策基本法にも明記されているが、自治体は迅速に罹災証明書を発行することが求められている。しかし、その業務実態や特徴は災害によって異なる。そこで、本研究では、罹災証明書発行業務を対象として、過去の地震災害の事例を収集し、その関係性や特徴を分析することとした。主に、時系列分析を行い、発災後からの経過日数と業務発生量の関係を整理し、災害間での比較を実施した。結果として、建物被害量の大きさによって特徴に差が生じることが明らかとなった。また、簡易的な近似式を導出し、今後の業務量シミュレーションを可能とする基礎モデルの構築を実施した。 |
| （英） | Once a disaster occurs, survivors need to rebuild their lives. In the emergency period, the support programs repairing the affected houses and providing of the temporary housings will be promoted based on the Disaster Relief Act. On the other hand, with regard to life reconstruction in the long term, the support programs of the Life Reconstruction Support Law will provide support in many ways. For many types of assistance will be provided based on the degree of housing damage. The Disaster Countermeasures Basic Act requires for the local government to issue a certificate of housing damage. The patterns of issuing the certificates were different because of the actual conditions of the disaster and characteristics of the local government. Therefore, in this research, we decided to collect the past cases and analyze their relationships and characteristics for the disaster certificate issuance business. Mainly, we conducted time-series analysis, organized the relationship between the number of days elapsed since the disaster and the amount of work generated, and carried out comparisons among disasters. As a result, it became clear that the difference in the feature was caused by the amount of building damage. We also derived a simple approximate expression and built a basic model that enables future work volume simulations. | |
