(in English) The author designed, constructed and operated an oceanic environment observation system using earth observation satellite data. System engineering envisages to connect earth observation to a decision making.The difficulty in the global environment problem is the life and size of individual human is smaller than the Planet Earth in 106or 108. Individual humans tend to regard the Earth as infinite in time and space, while it is not easy to conceive the 7 billion increase of world population in less than 1,000 years, which enlarged human activity zone and caused the global environmental problem.Statistical processing of satellite earth observation data can visualize current problems, and reconfigure recognition mechanism.
