City and corporate governance of the use of Artificial Intelligence -- Sustainable smart cities implementation through Systems Approach and Machine Learning Systems Engineering --

(in English) In this paper, we consider a city and corporate governance model of the use of new digital technologies including Artificial Intelligence. And we also refer to various AI guidelines in Japan and overseas, such as the “human-centered AI principles” adopted at the Trade and Digital Economy Ministers' Meeting in 20 countries / regions (G20) held in June this year.
First of all, we organize the latest trends of urban smart city reference architecture and urban OS (data platform) using AI. Next, we examined the discussions of the Japan Cabinet Secretariat,”Social Principles of Human-Centric AI”, the European Commission,”Ethics Guidelines for Trustworthy AI,“ and “International Standardization of AI Governance”, and consider governance implications of the use of AI by organization. Furthermore, we consider a governance model of AI system and the implementation model of governance (corporate governance) of the entire IT system including AI. And as a sustainable smart city implementation by the use of AI, we propose a system integration by software / machine learning systems engineering and a social implementation (business model) of “AI data ecosystem” by systems approach.
