Improvement of TCP BBR Congestion Control Algorithm for RTT Fairness and Low Latency

(in English) In 2016, Google proposed TCP BBR as a new congestion control algorithm to replace the traditional Loss-based congestion control. This achieves higher throughput and lower latency compared to the traditional congestion control. However, it has been reported that TCP BBR has issues with RTT fairness and latency when competing. In this paper, we propose BBR-V as a congestion control algorithm that improves on these problems and evaluate its performance in actual experiments.
