(in English) “Special early warning information” is information released when the possibility of a Nankai Trough earthquake is assessed to be relatively higher than normal, and is expected to contribute to the mitigation of tsunami and earthquake damage. However, there has not been sufficient discussion on the social response to “special early warning information”. Therefore, this study developed a tool to analyze the necessity of evacuation in advance when the “special early warning information” is announced by utilizing the log data of an application “Nige-Tore” which supports tsunami evacuation training developed by the authors. This study interviewed local government officials in the Pacific and Seto Inland Sea coasts about the current status of disaster prevention measures and issues related to “special early warning information”, and discussed the functions that should be implemented in the tool to analyze the necessity of evacuation in advance when “special early warning information” is announced.
