Change in calling parties' inter-call behavior caused by indirect regulations under disaster congestion

(in English) The road space rationing (RSR) method permits making a call only in a certain period assigned for a user group. This control does not only reduce the number of calling parties but also reduces holding time in spite of no restriction of call duration. As a side effect, intervals between adjoining calls for a calling party is also reduced. This calling parties' behavior is expected to be affected by an assigned period of the RSR method. We investigate how the intervals are affected by the assigned period. The average intervals in the RSR-10min, -30min, -60min are shorter than those in the RSR-90min and the conventional method. Those in the RSR-90min and the conventional method are the same. Time pressure differently affects calling parties in each RSR method. It moderately affects all calling parties in the RSR-10min. It strongly affects some calling parties and weakly does others in the RSR-30min and -60min. It moderately affects some calling parties and very weakly does others in the RSR-90min. Also, the intervals and holding time are uncorrelated.
