Metric for Dependability/Risk and Functional Safety

(in English) The risk due to malfunctioning of safety functions performed by electrical/electronic/programmable electronic safety-related systems (S-RSystem) can be assessed based on a number of risk metrics such as mean time to demand and mean time to completion, as well as mean operating time to failure and mean time to restoration of an item which are main characteristics of dependability. The basic safety standard of IEC 61508 defines currently Safety Integrity Level (SIL) for safety functions performed by S-RSystem in functional safety by use of the target failure measures derived from those dependability metrics only. The IEC 61508 requires independence between the multiple S-RSystems that are parts of an overall system because the target failure measures for SIL can be provided based on the assumption of this independence. However, in recent years, more complicated systems have appeared and cannot meet the requirement of independence. This paper presents the concrete example of such S-RSystems, and demonstrates the inadequateness of the target failure measures. Then the comprehensive measures for determination of SIL based on the concept of risk metric are proposed to enable the SIL to be allocated appropriately to such multiple S-RSystems.
